Americans with Disabilities Act (ADA)

The Americans with Disabilities Act (ADA) was signed into law on July 26, 1990. According to the US Census, 19.3% of the population have some type of disability. One in five Americans likely will be affected by a disability in his or her lifetime.

People with disabilities, their families, employers, private businesses, state and local government, transportation and telecommunication entities, non-profit organizations and others have questions concerning their rights and responsibilities, how to comply, what accommodations to provide, and where to find resources and correct information.

Ten technical assistance centers were established across the United States to assist with information dissemination, training, technical assistance, and public awareness. They sponsor the ADA Document Portal where over 7400 ADA documents may be read and downloaded without charge.

Southeast Disability and Business Technical Assistance Center (DBTAC)
The Atlanta-based center serves the eight southeastern states. Their website lists and links to all ADA publications. They have a network of trained professionals within each state to provide assistance.

Internal Revenue Service
Offers tax incentives to help cover the cost of complying with the ADA. Form 8826 (PDF document) provides a tax credit for small businesses. Publication 535 (also available as a PDF document) explains tax deductible expenses for business of any size.

Section 508 of the Rehabilitation Act
Section 508 was enacted to eliminate barriers in information technology, make available new opportunities for people with disabilities, and to encourage development of technologies to achieve these goals. Find out what Section 508 means to you if you are a Federal employee, a person with a disability, a member of the academic community, or work with a State agency.

Architectural Barriers Act (ABA)
The ABA requires access to facilities designed, built, altered, or leased with Federal funds.

Ticket to Work
Provides SSA beneficiaries with more choices for receiving employment, vocational rehabilitation and other support services they need to obtain and maintain employment as well as increase provider incentives to serve individuals. It is a voluntary program and beneficiaries can contact on or more Employment Networks to discuss services offered.

Disability Navigator
Helps people with disabilities navigate through the enormous challenges of seeking work. One objective of this initiative is to serve as a resource to link people with disabilities to services and programs available in the community, including the multiple services that are available within the one-Stop Centers. Navigators also develop linkages and collaborate on an ongoing basis with employers to facilitate job placements for persons with disabilities.

Navigators are located in the following SC Department of Employment and Workforce offices: Aiken, Anderson, Beaufort, Columbia, Conway/Myrtle Beach, Florence, Greenville, Greenwood, Rock Hill, and Sumter.

This program is funded by the US Department of Labor.

Family and Medical Leave Act (FMLA)
The FMLA provides benefits of leave for people with disabilities and others who need time due to their illness or that of a family member.
